Marijuana clinic owner is arrested
The owner of six Los Angeles-area medical-marijuana dispensaries was arrested by federal agents Tuesday after an investigation sparked by a traffic accident in which a motorist allegedly high on the dispensaries’ products plowed into a parked sport-utility vehicle, killing the driver and paralyzing a California Highway Patrol officer. After the Dec. 19, 2007, accident, investigators found “a large amount of marijuana and marijuana edibles” in the pickup driven by the suspect, Jeremy White, 20, according to federal authorities.
Investigators traced the marijuana to the Holistic Caregivers facility in Compton, one of six dispensaries owned and operated by Virgil Grant, 41.

The government stiffens the law on dope—against official advice
PERHAPS they are too stoned to notice, but cannabis users do not seem to pay much attention to changes in the law regarding their beloved weed. When the government last tinkered with the law in 2003, downgrading dope’s seriousness, many feared an increase in consumption. Instead, the prevalence of occasional smoking among young people has since fallen, from 25% to 21%.
Following that apparent success, the government has now decided to reverse the decision. On May 7th Jacqui Smith, the home secretary, announced that cannabis would be upgraded from a class C drug—the mildest type—to class B, putting it in the same company as amphetamines. Earlier that day the Advisory Council on the Misuse of Drugs (ACMD), an official body of academics, social workers, policemen and other drugs experts, had recommended she leave it alone. Ms Smith said the public supported her in taking a tough line and claimed that strong new strains of cannabis presented a risk to mental health.

Decriminalizing marijuana use one step at a time
Recently, legislation was introduced to the House of Representatives that would completely legalize the possession, use, and not-for-profit transfer of marijuana. The bill, known as the “Act to Remove Federal Penalties for Personal Use of Marijuana” or H.R. 5843, was introduced by Representative Barney Frank (D – MA) and is co-sponsored by Representative Ron Paul (R – TX). This bill is the first decriminalization bill introduced in 24 years.
Twelve states already have decriminalization bills in place that eliminate criminal penalties for minor possession charges. According to federal statistics, the relaxed laws have not led to an increase in marijuana use. Rep. Frank says that its time for our federal government to align its ideas with its constituents. Over 75 percent of American adults are in favor of decriminalization legislation, according to a CNN survey. Rep. Frank says that it’s time “for the politicians to catch up with the public on this. The notion that you lock people up for smoking marijuana is pretty silly.”

Government ignores watchdog and upgrades cannabis to class B

Cannabis is to be upgraded from a class C to a class B drug, Jacqui Smith told MPs this afternoon.
The Home Secretary’s announcement comes just hours after the government’s official advisory body on drugs recommended that it should remain as a class C substance.
Ms Smith will overrule the council, but accepts many of a further 20 recommendations included in a report published today.
Ron Paul Co-Sponsors Marijuana Legalization Bill
On April 17 2008 US Rep. Barney Frank (D-MA) introduced two bills addressing the federal penalties for marijuana possession and the use of medical marijuana. The first decriminalization bill introduced in Congress for the last 24 years.
The first bill HR5843, co-sponsored by Reps, Ron Paul (R-TX) and William Lacy (D-MO) would eliminate all existing federal penalties including arrest, incarceration and fines that prohibit the possession and personal use of less than 100 grams of marijuana.
According to Congressman Frank “It is poor law enforcement to keep on the books legislation that establishes as a crime something in which society does not seriously wish to prosecute.” He then followed up by saying, “Having federal law enforcement agents engaged in the prosecution of people who are personally using marijuana is a waste of scarce resources better used for serious crimes.”

Skunk cannabis hauls are on the rise
The vast majority of cannabis seized is ’skunk’, the most potent kind of the drug, says the government.
A Home Office report, based on information from police forces, suggests that 81 per cent of cannabis seizures are of sinsemilla - the dried, herbal strain of the female cannabis plant - that contains high levels of psychotropic substances.
